Noboru Noguchi is Executive Vice President and Professor at Hokkaido University, Japan. He previously served as Dean of the Faculty of Agriculture and has held academic appointments at Hokkaido University since 1990. He received his B.S., M.S., and Ph.D. in Agricultural Engineering from Hokkaido University and was also an Adjunct Associate Professor at the University of Illinois at Urbana-Champaign.

Professor Noguchi is internationally recognized for his research on precision agriculture, agricultural robotics, autonomous agricultural machinery, artificial intelligence, and smart farming. He has also played a leading role in Japan’s national science and technology policy, serving as Program Director and Deputy Program Director of the Cabinet Office’s Cross-ministerial Strategic Innovation Promotion Program (SIP) for next-generation agriculture and smart bio-industry.

He has received numerous national and international honors, including the Japan Prize of Agricultural Science, the Japan Prize of Agricultural Engineering, the Royal Academy of Engineering Distinguished Visiting Fellowship (UK), and the Minister for Space Policy Award. He is a Fellow of several professional societies in agricultural engineering and informatics.

He is currently leading university-wide initiatives in research, innovation, and international collaboration while continuing his research on AI-powered agricultural robotics and digital agriculture.
